Chelsea face decisions after Sunday's Premier League season-ending match at Cardiff, among them what to do with captain John Terry, record goalscorer Frank Lampard and left-back Ashley Cole.
A striker is a recruitment target this summer, when Romelu Lukaku's future will be assessed after his season-long loan at Everton.
The goalkeeper situation - what to do with long-term number one Petr Cech and his heir apparent Thibaut Courtois - will also be addressed.
Mourinho will detail all his thoughts in his end-of-term report.
"I like to do things in a proper way, I like to be committed with my opinions, and I do that written always," said Mourinho, Chelsea's most successful manager after a trophy-laden first spell from 2004 to 2007.
"That's the proper way, to do it officially."
Mourinho is bidding to mould his current squad, featuring the likes of Eden Hazard and Nemanja Matic, into serial winners after a first campaign in three years without a trophy.
"Clearly, Chelsea had a fantastic team that lasted for 10 years," he said.
"That team is over. It doesn't exist any more. Chelsea needs to build another team with some similarities to that one.
"Some of these boys are still here, but not many of them. And Chelsea is building its future.
"You could see this season that these people were important to give some stability, to give some experience to the team, but obviously they're not the players for the next 10 years.
"The players for the next 10 years have to be the Hazards, Oscars, Matic... these young guys are the guys for the next 10 years."
Mourinho has made his decision on Courtois, who has been on loan at Atletico Madrid for the past three seasons, but he was not prepared to say what it was and pointed out it is not the final decision.
"I made a decision," he said.
"But I'm not the club. I'm the manager. I have an opinion. I informed the club about my opinion, not just a simple comment made in a corridor.
"My final report will have, in detail, this kind of case (Courtois) which you can compare with Lukaku.
"It was also a successful loan, a long loan in this case. I have my opinion very, very clear.
"That's my job. My job is to analyse things, to have opinions, and to make my decisions.
"After that the club is the club and obviously I have to work for and with the club, and respect the club's decisions."
Mourinho has often spoken of his wish to retain Terry, Lampard and Cole and believes the presence of the trio has been important this term.
Terry has forged a strong partnership with Gary Cahill in central defence.
"After a few months, I had no doubt that the security of the team was based on John and Gary, and Gary had an absolutely fantastic season," Mourinho said.
"I think he's at the top of his game. Two and a half seasons at Chelsea now. For sure this has been the most complete one.
"The national team, I believe, first-choice. No doubts.
"The experience of a World Cup is something that is part of a player's evolution.
"He's a humble guy who wants to learn, who accepts the criticism, reacts positively to feedback. I like him very much as a player and a boy."
